See Responsible Person plansWhat the CE marking technical file includes
The technical file
Complete set of documentation supporting the Declaration of Conformity: technical product description, drawings and schematics, risk assessment, EU Declaration of Conformity, test reports, component certificates, instruction manual, labeling specifications, and change log. As a general rule, it must be kept for 10 years and made available to market surveillance authorities when requested.
The risk assessment
Systematic evaluation of all potential product hazards during normal use and reasonably foreseeable misuse: electrical, mechanical, chemical, and thermal hazards. It identifies severity and likelihood for each risk and documents the mitigation measures applied. It is the central document of the technical file and the first one authorities request during an inspection.
The EU Declaration of Conformity
Legal document in which the manufacturer declares under its sole responsibility that the product complies with all applicable European Directives. It must include manufacturer identification, product description, complied Directives, applied standards, and the signature of an authorized person. Without it, you cannot affix the CE marking or legally sell in Europe.
Mandatory markings on product and packaging
Visible, legible, and indelible indications that must appear on the product and its packaging: CE marking, manufacturer identification, model/type, batch or serial number, the address of the responsible economic operator established in the EU (importer, authorized representative, or fulfilment service provider), when applicable, and mandatory safety warnings depending on the product category.
Warnings and instructions in the manual
Safe-use guidance, residual hazard warnings, and mandatory maintenance instructions depending on the product category. They must be in the language of the country where you sell. A well-written manual reduces legal risk and meets consumer information obligations.
GPSR warnings for web listings
For online sales, the GPSR requires that the offer displays minimum manufacturer/operator information and relevant safety warnings and safety information. Applicable from 13 December 2024 for products within the scope of the GPSR.
Laboratory testing
Technical tests verifying that the product meets safety requirements, electromagnetic compatibility, performance, and any other aspect regulated by the applicable Directives. They are the objective evidence of compliance. Without recognized laboratory testing, the technical file will not withstand inspections or marketplace requirements.
Waste management — EPR
Obligations for packaging, waste electrical and electronic equipment (WEEE), and batteries. Each European country has its own Extended Producer Responsibility system. You must register in each country where you sell, declare quantities, and pay fees by material and weight. Controls have intensified since 2025.
